The girl is taking birth control pills, we had doubts whether she started them on the 1st day of the cycle or on the second and we don't know when she took it either on the first or the second, intercourse without ejaculation took place on the 5th day of the cycle, the next day she took ellaone, the pregnancy test done 16 days after the intercourse is negative. Take the tablets as recommended every day at the same time. Is the test performed 16 days after intercourse reliable and excludes pregnancy?

Yes, the test done 16 days after intercourse is already reliable. A negative result means no pregnancy.
In the case of contraceptive pills, protection is provided as soon as the first pill is taken on the first day of your natural menstrual period - this does not mean the first moments after you notice bleeding - these are +/- the first 24 hours after bleeding. Therefore, in this case, protection was most likely provided from the first pill.
Please bear in mind that EllOne may affect the effectiveness of contraceptive pills, so it is worth using additional barrier contraception in the form of a condom for the next 7 days after taking it.
In the situation you described, there was no risk of pregnancy, because there was no ejaculation of semen in the vagina.
So, in my opinion, there is no reason to worry.
