A low HCG level (below 5 mIU/ml) means that the woman is not pregnant. If the test result exceeds 25 mIU/ml, it is considered positive and thus confirms fertilization. When the value varies between 25 mIU/ml and 5 mIU/ml, the test must be re-performed. I would recommend this, even though your result does not indicate fertilization.
