Intercourse took place on 29.11., on 30.11 I took the "morning after" pill (Livopill), there was no bleeding after it, which is a natural side effect of its action. 9.12 I should have my period, I don't have it. 9.12 I also performed a beta hCG test, the result was <0.20
mIU/ml. Does this mean that I'm not pregnant, or beta may still increase. When can I repeat the test?

Do not take more than one emergency contraceptive pill during your cycle, as it is difficult to assess the effectiveness of the medicine. The risk of menstrual cycle disorders also increases. I suggest discussing with a gynaecologist the possibility of implementing contraception on a permanent basis. You can do another test at any time, but according to what I wrote earlier (based on the guidelines of the SmPC) - if bleeding does not appear within a week, then another test should be performed.
Two weeks earlier, on 15.11, there was also a similar situation (Escapellw pill). However, bleeding occurred after it. Could it also have had an impact (taking two tablets in a short period of time)?
When will I be able to repeat the test

The test result indicates that there is no pregnancy. A delay in menstrual bleeding by more than 7 days is a common side effect of emergency contraception. If there is no bleeding after another week, the test can be repeated (although the test result on the day of your expected period is usually reliable).
In case of any doubts, I encourage you to use the teleconsultation with a gynaecologist - the service is available on our website in the e-visit tab:
