There was no penetration, we just rubbed our genitals with a condom and he ejaculated separately and a week later I got my period as planned. Is this test definitely negative and is it reliable after 23 days from contact?

If there was no penetration and the sperm did not enter the genital tract, there is no risk of pregnancy. This is confirmed by the test result, which is negative. A pregnancy test performed 23 days after intercourse gives the most reliable result, there is no reason to worry.
