Could fertilization have occurred in such a situation?

Hello. I have a question about condoms. If during intercourse slightly (by a few millimeters) she slid off the base of the member, but the semen remained inside, could fertilization have occurred? I read that if the condom remains on the member even if it rolls slightly, the semen cannot spill out because it is still in the condom. Is that true?

Yes, it is true. However, it should be borne in mind that no method of contraception gives a 100% guarantee. In the described case, fertilization should not occur, but to be sure - please do the test after about 10-14 days after intercourse.
