I'm just finishing the 3rd pack of Zoely birth control pills. I'm on the 4th placebo tablet and the withdrawal bleeding still hasn't appeared, I will add that with the previous packs it appeared on 2/3 of the placebo tablet. I took a pregnancy test today and it came out negative, a few days ago I also did it and it was negative too. What to do? See a doctor?

Usually, withdrawal bleeding occurs 2-3 days after taking the last hormone tablet, but this is not a rule. Sometimes bleeding may be delayed for no particular reason or may not occur at all. If you have taken the tablets correctly, this is not a cause for concern and you can continue to use the medicine normally.
If bleeding does not occur in the next cycle, pregnancy should be ruled out with a pregnancy test, e.g. https://www.gdziepolek.pl/produkty/97388/pink-test-ciazowy-strumieniowy-super-czuly-domowe-laboratrium-test/apteki
