If you ask about an anxiety disorder (formerly: neurosis), it is an incorrect, unjustified situation, excessive mood of strong danger. This is different from fear, which is caused by a specific, tangible factor - a real threat. On the other hand, "worrying" is a state of concern related to uncertainty about the future or some problems. Everyone is worried about something sometimes - work, health, finances - and this is normal. On the other hand, excessive, inadequate to the actual situation, worrying about almost all aspects of life and situations can be one of the symptoms of anxiety disorder.
