What does no withdrawal bleeding mean after switching from one birth control pill to another?

I changed to other birth control pills. I'm just finishing the first pack of birth control pills, I have the last placebo pill and bleeding is still missing. The tests come out negative, what can it mean because I'm very afraid.

In the first 2-3 months after changing tablets to another bleeding, bleeding may not occur or be irregular. If the test results are negative, it means that you are not pregnant.
