Can the effectiveness of the disc change if I accidentally put it for 2 seconds under hot water? I forgot to set it cold as I wanted to wash it. Should I put in a new system?

Manufacturers of contraceptive discs in the Summary of Product Characteristics do not contain information on how long contact of the ring with hot water may impair its operation or reduce its effectiveness. The only information is: "Wash the vaginal therapeutic system in cold or lukewarm (not hot) water." In your case - due to the lack of specific data - I would recommend replacing the system with a new one.
