Can fluticomb be combined with sumbicort turbuhaler and which of these drugs is more potent.

Good morning, my son is taking Fluticomb 2x1 on a permanent basis. In the recommendations from the pulmonologist, we also have Ventolin written for exacerbations or for cough 3x1. How should I administer these two medicines? Which one is the first and which one is the second? Doesn't it matter?
