Why doesn't the diabetologist want to write me Forxiga at a discount?

I have type 2 diabetes I qualify for reimbursement for this drug Forxiga 10 mg. ,why the doctor Diabetologist does not want to prescribe me this drug with a reimbursement discount only discharges at 100%. As you have already written back to me that The Distinguished Honorary Blood Donors do not have such a refund, why Diabetoliog insists and does not want to write a prescription with a refund. explaining that he would have to punish for writing this prescription to destroy the consequences.

Forxiga is currently reimbursed for patients who meet certain indications: 1. Type 2 diabetes, in patients before insulin inclusion, treated with at least two oral hypoglycemic drugs for at least 6 months, with HbA1c ≥ 8% and very high cardiovascular risk understood as: 1) confirmed cardiovascular disease, or 2) damage to other organs manifested by: proteinuria or left ventricular hypertrophy or retinopathy, or 3) the presence of 3 or more of the main risk factors listed below: -age ≥ 55 years for men, ≥60 years for women, -dyslipidemia, -hypertension, -smoking, -obesity; 2. Chronic heart failure in adult patients with reduced left ventricular ejection fraction (LVEF≤40%) and persistent symptoms of disease in class II-IV NYHA despite the use of ACEi(or ARB/ARNi) therapy and beta-blockers and if indicated by mineralocorticoid receptor antagonists; 3. Chronic kidney disease in adult patients with eGFR
