Any doctor can refuse to prescribe any drug if he does not see indications for it. I suspect that the rheumatologist does not have adequate documentation about your health and about the treatment of hypertension to feel up to prescribing drugs and you visited him only in connection with a rheumatology problem, not hypertension. However, these are only my guesses. Medications for hypertension should be prescribed by a doctor who knows your medical history and under whom you are cared for - most often it is a cardiologist or a POZ doctor who, for example, conducts treatment or continuation of the prescribed treatment.
