I do not find a drug called "Nedbud". As for Nebbud, please read on. Yes, you can buy Nebbud 0.25 mg/ml instead of Nebbud 0.5 mg/ml. These are actually two different concentrations - the second is 2 times higher. You should be aware that a lower dose equals a weaker effect.
