Why is there a shortage of Finlepsin in pharmacies?

Why you can not buy Filepsin in other pharmacies if the prescription was opened in the previous pharmacy and they do not have in stock . I am looking for a drug in other pharmacies what they have, and you can not buy by opening a prescription, this is paranoia. My brother needs this drug and it's hard to get in Kujawsko-Pomorskie.
