Does the pharmacy HIV test have a time limit? Is it able to detect an infection that could potentially have occurred 8-10 years ago?

The sensitivity of HIV tests may vary depending on the manufacturer and model of the test. However, modern tests are usually very sensitive and can detect infection in the early stages.
Tests performed approximately 3 months after potential exposure are usually very reliable. All the more so it will detect antibodies 8-10 years after infection.
