Could the pharmacist give me 3 packs of Naraya pills if I had 4 on my prescription?

I have prescribed the contraceptive pill Naraya 4 packs. Even though there were 4 packs available at the pharmacy, I only got 3. The pharmacist explained it by saying that someone might want to do it today. Could she have done that?

At the pharmacy, medications can be postponed/reserved for the patient/prescription and then the pharmacist is not obliged to dispense the medication to another patient who comes to the pharmacy. You can buy the missing packaging at the pharmacy at a different time.
