To the best of my knowledge, drugs such as Elocom are prescription in Germany - they have the availability category "Rezeptpflichtig". In Poland, Elocom is also issued on prescription:

Please note, however, that we do not have access to full information about medicines in Germany, because GdziePoLek currently collects prescriptions operating in Poland. However, you can always try asking at your local pharmacy. The active substance in Elocom is mometasone furoate.
