Can a neurologist or psychiatrist prescribe me free donepezil?

I'm 78 years old.I suffer from Parkinson's disease, I am being treated by a neurologist who prescribes me madopar and nilogrin. I am also being treated by a psychiatrist. The Neurologist wrote in the certificate:dementia and comorbidity Parkinson's while the psychiatrist-dementia is not specified.they do not want to give the drug donepezil free.the doctor having a certificate from the neurologist gives it for free.who is right.dosed in the evening-10mg
