If the pharmacist accepts the prescription for dispensing, he or she is obliged to make the medicine as stated on the prescription. On the other hand, there is no provision that would oblige the pharmacist to accept the prescription for dispensation. So, theoretically, you can be sent to another pharmacy and it is legal.

It is a prescription drug, so the pharmacist dispenses as much dried herb as stated on the prescription.
The pharmacist is obliged to make a prescription drug in accordance with the prescription is stipulated in the Pharmaceutical Law.
