What does a prescription with a 100%S payment mean. Is the drug for seniors 65+ free or not? Why would a doctor write a prescription like that if one excludes the other..

If the doctor indicates that the drug is to be dispensed at full cost (100%), then even ticking the "S" permission will not make the drug free of charge. The patient will have to pay the full amount for the medicine.
