Is it legal not to be informed about the lack of effectiveness of a drug?

Why is there no information made available anywhere that it is possible that the drug will not work at all (as if it was completely not taken), which even chemists do not know? Is this "silence" legal?

If the medicine you are taking does not work, tell the doctor who prescribed it.
It happens that the wrong dose of the drug is selected or the effect of the preparation is inhibited by factors that are not known to either the patient or the doctor.
