Yes, the white layer can be peeled off the skin to apply a new layer of liquid. If this layer adheres quite tightly to the skin, then it is not necessary to tear it off by force - the liquid can be applied to this layer. For @Pseudo: Do not pluck a dried nipple. You should wait until it falls off on its own - in this way you will minimize the risk of scarring. The fact that the wart falls off after using the drug is normal, this is the intended effect of therapy.
