I live in the Netherlands I got "Doxycycline dispers 100 mg RIA, dispergeerbare tabletten" from the name implies that these are water-soluble tablets. In the leaflet you can find information that the tablets should be taken with a glass of water or dissolved in a small amount of water. Is it necessary to dissolve these tablets in water? If so, what is the optimal amount of water (the leaflet does not contain the exact amount of water). Can I take the pills without dissolving in water?

No, because it's not an ordinary oral pill – to be swallowed.
The preparation described by you are dispersible tablets, so in order to take it – the tablet should be dissolved in a small amount of water (approx. 50–100 ml), stirred and drunk immediately after preparation or allowed to disintegrate on the tongue, and then swallowed (washed down with water if necessary).
Do not swallow the tablet immediately after placing it in your mouth (without dissolving it in your mouth) – it is intended to be dispersed, which makes it easier to take and ensures that the active substance is properly absorbed.
