Can a pharmacist refuse to dispense a medicine because there is no record on the prescription about how to take it? Or the pharmacist refused to dispense the medicine because she was alone in the pharmacy. For me, it's a sick reason, but maybe there is a legal basis for it.

If the dosage was unclear or posed doubts about interpretation, the pharmacist has the right to refuse to fill a prescription of the Rpw category (these are prescriptions of strict accounting subject to control). The prescription does not have to include an annotation that the drug is intended for vaporization - there must be a record of the precise dosage (dose plus frequency plus the total amount of the active substance).
Below is an excerpt from the regulation on prescription fulfillment:
"A prescription issued for a preparation containing a narcotic drug or psychotropic substance shall include, in addition to the information specified in the provisions of Article 96a(1) of the Act of 6 September 2001 – Pharmaceutical Law and Article 96a(1d), (1e) or (8) of that Act, if applicable, the total quantity of the narcotic drug or psychotropic substance or the quantity of the narcotic drug or psychotropic substance expressed in terms of the number of dosage units and the amount of the dose, whereas, for a paper prescription, this amount shall be given verbally."
