Will saline help with a runny nose and wet cough in a 10-month-old baby?

Daughter 10 months, runny nose pours from the nose, occasional cough, in which the child even chokes on phlegm, vomiting happens during coughing. Should I go to the doctor or are saline inhalations enough?
