Can a pharmacist spend a lower dose than is on the prescription?

When a medicine with the active substance 100mg is prescribed on the prescription in a package of 24 tablets, can the pharmacist, at the request of the patient, sell a replacement for this drug in a package of 4 tablets with the active substance 50mg, that is, a total of 48 tablets of this drug?
