Is there a risk of infection after contact with dried blood?

Hello! I touched a paper bag with a small amount of dried blood on it? It is possible that 3-4 hours have passed since the blood came into contact with the paper. Is there a risk of infection and should I get tested?

The risk of infection is negligible. Not only because the blood on the bag was dried. If you did not have a damaged surface of the skin, there were no scratches, wounds or abrasions on it, then in my opinion, the contact of healthy skin with dried blood is not a risk.
