What doctor should I see with a child who is allergic and has an increase in shortness of breath after taking the medicine?

Hi, the daughter is a strong allergy, because she has a cross allergy takes milukante, hitaxe and at coughing which ends with taking air we have recommended nebbud 0.25ml / ml, however, I noticed that after the evening inhalation before bedtime (where by design should help) there is a worsening of the coughing attack. I have a sizzle with clogs her nose then starts coughing with a haul of air. My heart breaks and I can not listen to how to match a small mouse. Unfortunately, our allergist does not accept for personal reasons gave up practice - so my question is whether in this case we should go to the pediatrician for an inhaler inhaler instead of the usual inhalation with a mask? I would add that the daughter is 5 years old
