Are lidocaine ointments and gels available in pharmacies without a prescription?

Anesthetic cream with lidocaine 29.9% or a cream with such a concentration, without a translation of the composition (Korean) is allowed for sale in Poland? shouldn't such a concentration of lidocaine be prescription?

In Poland, ointments and gels with lidocaine with drug status, with the exception of gels used to relieve teething ailments in infants, are available with a doctor's prescription. Based on the photo of the product presented in the picture, it is not possible to determine whether it has the status of a drug, medical device or cosmetic. However, it can be said with certainty that it is not a drug authorized for marketing in the territory of Polish.
